Instead, hundreds of thousands of people died from fighting, starvation and disease, and the coalition pulled back under international pressure, leaving the Houthis in power. When 2023 dawned, it looked as if the Houthis and the Yemeni factions they had been fighting were finally ready to sign a peace deal. But then the war in Gaza began, and now the prospect of peace is unraveling.

WASHINGTON (AP) — The U.S. has bolstered defenses at a base in Jordan that was attacked by Iran-backed militants as it prepares for a wider U.S. response to a drone attack that killed three service members, a U.S. official said Friday. Even as a larger U.S. military response seemed imminent, some Iran-backed factions pledged to continue to attack U.S. forces in the region. A second U.S. official confirmed the military had taken self-defense strikes inside Yemen against Houthi military targets deemed an imminent threat. The U.S. options under consideration include targets in Syria, Yemen and Iraq, where the Iranian-made drone that killed the service members was fired from, the official said. The U.S. has blamed the Jordan attack on the Islamic Resistance in Iraq, a coalition of Iranian-backed militias.

Since mid-November the rebels have been attacking commercial ships in the Red Sea and the Strait of Bab al-Mandab. The Red Sea is a vital waterway that connects to the Suez Canal, through which 10% to 15% of world trade passes. In its fight, the Houthi group has distracted from Yemen’s humanitarian crisis, shored up domestic and international support, and made its name known among those who knew little to nothing about the movement, they say. That narrative has taken hold among those who oppose the Gaza war the world over. Yemen’s civil war began in 2014, when Houthi forces stormed the capital Sanaa and toppled the internationally recognized, Saudi-backed government.

The British military's United Kingdom Maritime Operations, which oversees Mideast waterways, said the attack happened southwest of the Yemeni city of Aden, in the Gulf of Aden. WASHINGTON (AP) — The U.S. and U.K. on Thursday imposed sanctions on four leaders of Yemen's Houthi rebel group who have supported the militant group's recent attacks on vessels in the Red Sea and Gulf of Aden. Houthi leaders Mohamed al-Atifi, Muhammad Fadl Abd al-Nabi, Muhammad Ali al-Qadiri and Muhammad Ahmad al-Talibi are all accused of assisting or sponsoring acts of terrorism, according to U.S. Treasury. The sanctions block access to U.S. property and bank accounts and prevent the targeted people and companies from doing business with Americans. Members of a former rebel group originally from the remote mountains of northwest Yemen, Houthi leaders are generally seen as having few assets within reach of U.S. authorities to be affected by the sanctions. The U.S. and the United Kingdom have launched multiple rounds of airstrikes seeking to stop the attacks.

For years, the scrappy Iran-backed Yemeni rebels known as the Houthis did such a good job of bedeviling American partners in the Middle East that Pentagon war planners started copying some of their tactics. Noting that the Houthis had managed to weaponize commercial radar systems that are commonly available in boating stores and make them more portable, a senior U.S. commander challenged his Marines to figure out something similar. By September 2022, Marines in the Baltic Sea were adapting Houthi-inspired mobile radar systems. So senior Pentagon officials knew as soon as the Houthis started attacking ships in the Red Sea that they would be hard to tame. As the Biden administration approaches its third week of airstrikes against Houthi targets in Yemen, the Pentagon is trying to thread an impossibly tiny needle: making a dent in the Houthis’ ability to hit commercial and Navy vessels without dragging the United States into a prolonged war.

I think they’re probably ill-advised because I don’t think they’re going to do what they are intended to do. I don’t think they’ll deter the Houthis. This is such an unequal war because the whole character of war has changed. I don’t think it would make the slightest bit of difference whether the US designated them or not.
